Overview

Colorado Circular Communities is issuing this Request for Information (RFI) to identify, screen, evaluate, and acquire expert consultants to support the programmatic work of C3. As the program expands, we anticipate needing an inventory of expert consultants to call on for various project needs.

The Colorado Circular Communities (C3) Enterprise is a statewide program created through legislation dedicated to supporting Colorado’s communities, businesses, nonprofits, schools, institutions of higher learning, and tribes to advance the state’s transition to a circular economy. C3 provides financial and technical assistance to enhance circularity across the state.

Timeline

  1. RFI published July 28, 2025

  2. Deadline to submit written inquiries 2:00 PM MT August 8, 2025

  3. Answers to written inquiries published 9:00 AM MT August 15, 2025

  4. Deadline to submit responses to RFI 2:00 PM MT August 29, 2025

Purpose

Programmatic support from subject matter experts is needed in a variety of areas, primarily focusing on expanding circular economy expertise in rural, urban, and suburban Colorado communities, or communities with similar barriers and challenges.

Areas of Interest

Submissions may address, but are not limited to, the following focus areas:

  • Circular economy expertise in rural, urban, and suburban Colorado communities, or communities with similar barriers and challenges

  • Construction and deconstruction expertise

  • Organics expertise

  • Recycling expertise

Who Should Respond

C3 welcomes responses from:

  • Private sector companies with experience working in Colorado

  • Non-profit organizations

  • Independent contractors

Submission Instructions

Please submit your response in PDF format to C3 Outreach and Technical Assistance Unit via email: C3.Inquiries@state.co.us  with the subject line: “Response to C3 RFI.” Responses must be received by August 29, 2025, 2:00 p.m. MDT. 

Responses must include:

  1. Your past experience.

  2. An introductory statement summarizing your organization’s mission and vision, approach to circular economy solutions, and an overview of successful work on circular economy projects.

  3. Team biographies and resumes.

  4. An itemized budget and budget narrative that includes the list of services being offered and the cost of the services listed.

At this time, we are unsure of how many contractors will be acquired, or how long the process to determine contractual offers may take. 

Thank you to everyone who submitted questions during the inquiry period. In order to ensure that everyone interested in the RFI has access to the same information, the C3 team will answer these questions in a document that will be published on this website on August 15, 2025.
